CPNP是什么？

The Cosmetic Products Notification Portal (CPNP) is an online notification system created for the implementation of Regulation (EC) No 1223/2009 on cosmetic products. When a product has been notified in the CPNP, there is no need for any further notification at national level within the EU.

化妝產(chǎn)品通報(bào)（CPNP）是由歐盟化妝品法規(guī)EC No 1223/2009為實(shí)現(xiàn)化妝品監(jiān)管而創(chuàng)建的一種在線通報(bào)系統(tǒng)。當(dāng)一個(gè)產(chǎn)品已在CPNP上通報(bào)了，則不再需要在化妝品的銷售國(guó)進(jìn)行單獨(dú)通報(bào)。

Regulation (EC) No 1223/2009 requires that the responsible persons and, under certain circumstances, the distributors of cosmetic products submit some information about the products they place or make available on the European market through the CPNP.

新歐盟化妝品法規(guī)(EC) No 1223/2009要求責(zé)任人，在特定條件下，化妝品分銷商需通過(guò)CPNP提交將在歐盟上市或可能上市的產(chǎn)品的相關(guān)信息。

The CPNP is making this information available electronically to:

Competent Authorities (for the purposes of market surveillance, market analysis, evaluation and consumer information);Poison Centres or similar bodies established by EU countries (for the purposes of medical treatment).

CPNP將信息以電子方式提交給：

The CPNP is accessible to:Competent Authorities;European Poison Centres;Cosmetic products responsible persons;Distributors of cosmetic products.

CPNP面向：主管部門；歐盟毒理中心；化妝品負(fù)責(zé)人；化妝品分銷商。

Products containing nanomaterials

The CPNP also contains a separate module for cosmetic products containing nanomaterials. This notification has to be done in addition to the notification under Article 13. If the European Commission has concerns regarding the safety of a nanomaterial, it may request the Scientific Committee on Consumer Safety to perform a risk assessment.

CPNP還包含一個(gè)單獨(dú)模塊以針對(duì)化妝產(chǎn)品中含納米材料的。此項(xiàng)產(chǎn)品通報(bào)需根據(jù)法規(guī)13條通報(bào)外，如果歐盟委員會(huì)對(duì)某種納米材料的安全性存在疑慮，將會(huì)要求歐盟的消費(fèi)者安全科學(xué)委員會(huì)(SCCS)進(jìn)行全面的安全評(píng)估。
